The Port will assist you in establishing your business in North Pacific County. We offer a range of commercial/industrial buildings and properties for lease, and Port staff are available to assist you with planning development, permitting and financing.
It is the mission of the Port of Willapa Harbor to be an economic catalyst in Pacific County through the development and maintenance of economic and community infrastructure, and the enhancement of business and workforce opportunities.
The Port of Willapa Harbor was formed by the vote of the people of North Pacific County on May 31, 1928. The construction of the Port Dock between the cities of Raymond and South Bend soon followed with the dedication ceremony on October 8, 1930 (which also marked the official opening of the Raymond-Aberdeen highway). The primary function of the Port was to provide docking facilities and service for shipping logs and lumber in Raymond and to support commercial fishing and oystering in Tokeland and Bay Center.
In the intervening years the Port has expanded to include the Willapa Harbor Airport, the Dick Taylor Industrial Park and the Stan Hatfield South Fork Industrial Park. The Port currently has 31 industrial and commercial tenants and provides moorage in Raymond, BayCenter and Tokeland.
Bay Center is an unincorporated community located approximately 16 miles south of South Bend. Bounded by the Palix River and Willapa Bay, Bay Center is the geometric center of Willapa Bay and home to several commercial oyster-growing operations. In this community, commercial fishing and aquaculture dominates the marina. The Port facilities accommodate a thriving shellfish and crabbing industry. The current population of Bay Center is 300. A growing residential community will present a number of opportunities for the Port and the community in the coming years. The Port owns no upland property in Bay Center.
Bendiksen Landing is located at 313 Robert Bush Dr. South Bend, WA 98586 on 9 acres. The site fronts US/SR101 and the Willapa River. There are nine buildings with total of 28,000 square foot, a 32,000 square foot wharf/with buildings and floating dock for moorage. There are currently two tenants. A shellfish company lease space for offloading oysters and mooring vessels and a takeout fish and chips business operates from a food trailer near the highway.
The Dick Taylor Industrial Park, is located on a 30-acre parcel fronting US 101 in Raymond. Approximately 10 acres has been developed for light industrial use. The park is also connected to the industrial wastewater pretreatment plant located at the main Port dock via a pumping station and force main. There are currently four industrial buildings on the site. The Port also owns the former Dennis Company warehouse located directly across SR 101 from the industrial park, and the former Nettleton building and a 9,000 square foot building in the City of South Bend.
The Raymond Port Dock is located on the Willapa River on US 101. Port facilities at this location include an historic 50,000 square foot, ‘high’ dock, which services an array of commercial vessels. In addition there are 700 feet of floating docks, which are available for moorage. The Port dock area has nine industrial buildings, which are leased to commercial/industrial tenants. The Port also has an industrial wastewater treatment plant. The Port facilities on the south bank of the Willapa River occupy 27 acres.
The Port acquired a 30 acre former sawmill site located at the confluence of the South Fork of the Willapa River. The park is located just north of US 101 in Raymond and is accessed from Wilson Street. The Port leases a kiln and planer facilities to a regional sawmill. The former mill machine shop has been completely renovated and now accommodates an e-merchant and marijuana production.
The Tokeland Marina and RV Park, is located in the unincorporated community of Tokeland at the north of Willapa Bay. Tokeland is primarily a residential community with a population of 400. Tokeland is also the site of the Shoalwater Bay Indian Reservation, which is home to approximately 70 tribal members. The tribe owns and operates a small casino, convenience store, restaurant and health clinic. The Tokeland marina offers both recreational and commercial moorage. The Port facilities are on 40 acres and include two seafood servicing buildings, a light industrial building leased to Ambrosia Technologies, a public fishing pier, a high dock, and RV Park and boat ramp. A fish processing plant is located blocks away from the main Port dock. Port dock facilities provide local fishing and aquaculture industries access between land and water. A new Seafood market will open soon.

The airport was built by the Coast Guard in 1946 and is located on SR105 five miles west of Raymond. It features an asphalt paved, 3000’ foot long and 52’-wide general aviation service runway on an East-West orientation with rotating beacon and radio-activated runway lights. Hanger space is available, along with tie-downs for five aircraft, and a pilot ready room with phone and rest room. The Port is currently expanding the area available for hangars.

The port works closely with local government, Grays harbor College, and the Pacific County Economic Development Council to provide a full range of business and workforce services.
Equipment and machinery are taxed in Pacific County at same rate as real estate property tax, plus leasehold tax levied by the state is 12.84% of monthly rental fees. Both the City of Raymond and Washington State also levy a Business and Occupation tax. There is no state income tax in Washington, but the county’s state retail sales tax rate is 7.8%.
CenturyTel Telephone Company provides local telephone service, and Pacific County PUD District #2, Olynet, and CenturyTel are local internet service providers. In addition to normal dial-up, 56k access to the internet throughout the county, DSL high-speed access through either 256k or 512k circuits is also available at the Port of Willapa Harbor facilities in Raymond. Fiber optic is available at most of our facilities at the Main Dock in Raymond. Please contact the Port for further information.
Pacific County PUD District #2 electricity rates are structured according to the type and size of the customer. They include general service small, large, and metered commercial rates, plus small and large industrial rates, each of which is divided into basic service, energy usage, and demand charges. “For a non-generating utility,” says Tim Pettit, the PUD’s Willapa Operations Manager, “our rates are very competitive. In fact, they are lower than any of the surrounding utility districts in this part of the state.”
Grays Harbor Community College in Aberdeen operates an extension facilitiy in Raymond with a full schedule of introductory college level courses, including those applying toward a 4-year degree through Washington State University.
In addition to the full range of banking services provided by Bank of the Pacifc, Bank of America, Raymond Federal Savings Bank, and Great Northwest Federal Credit Union in Raymond, ShoreBank Pacific—with offices in Ilwaco—offers a variety of business loan programs designed specifically to help promote local business.
Highway 101, the main north/south coastal highway through Washington to Oregon and California passes through Raymond and borders all three of the Port’s industrial parks.
Aberdeen/Hoquiam is 25 minutes North, and Astoria is about an hour South. Interstate 5, the main north/south freeway connecting Seattle and Portland is a 1 hour drive to the East. Regional trucking companies schedule regular routes through Raymond, and overnight UPS ground shipment is available from either Seattle or Portland.
Both Raymond and nearby South Bend are traditional small towns. The communities host a range of service clubs, cultural facilities, local parks and many opportunities for outdoor activities.
Local commercial activity and population are centered in the cities of Raymond and South Bend with smaller centers in the unincorporated communities of Tokeland and Bay Center. The year 2000 population within the Port of Willapa Harbor district was approximately 10,265 with the Pacific County population slightly over 21,000. Pacific County has one of the lowest population growth rates in the state of Washington.
Local real estate values have increased over the last decade, but at nowhere near the rate of increases in places like Seattle, Tacoma, or Portland. In fact, Raymond and South Bend have some of the state’s lowest housing costs.
Raymond, South Bend, and Willapa Valley communities each have their own school system. They are fiercely competitive in sports, but are equally committed to meeting the education needs of their students. Test scores are generally consistent with those of similar districts elsewhere in the state, and the area has produced outstanding graduates who go on to distinguish themselves in college, military academies, and various careers.

These small, tightly-knit rural communities have also managed to remain free of the criminal elements that have increasingly plagued larger cities. In addition to separate but closely cooperative police departments, the county sherriff’s at South Bend’s courthouse and Raymond’s detachment of Washington State Patrol officers provide unequalled 24-hour law enforcement coverage. The result is an exceptionally low crime rate, plus a very high arrest and conviction rate.

Pacific County's forests, wetlands, ocean beaches, rivers, and streams offer the outdoor enthusiast unparalleled, year-round opportunities for outdoor recreation. Activities include hunting of elk, deer, and waterfowl, razor clam digging, and fresh and saltwater fishing—including some of the best sturgeon and salmon fishing on the West Coast.
Willapa Bay, the eight rivers feeding it, and the calm waters of the many sloughs and inlets provide excellent kyaking and bird watching. The ocean beach is only 30 minutes from Raymond, and a wide variety of tourist attractions are available an hour north to Westport or an hour south to the Long Beach Peninsula.
Recreation is a Port priority. Whenever possible, port facilities include recreational opportunities.
The Willapa Bay, Rivers and Hills offer a variety of outdoor recreation activities. The traditional hunting and fishing opportunities continue to attract many, both locals and visitors. The Port is in an ideal location to take advantage of many recreational opportunities. First, the Port is located in an environment with access to three distinct bodies of open water, The Willapa River, Willapa Bay and the Pacific Ocean. In each of these waters there are recreation shellfish and fishing opportunities in operation. Water recreation activities are plentiful and often enhanced by the presence of local marine services.
The 57-mile Willapa Hills Trail is a rail trail connecting Raymond and South Bend to Chehalis. The trail prarllels Highway 6 and proceeds along the Willapa river between the two cities.
The trail offers beautiful views of the rivers and hills. The trail traverses the Port dock area in Raymond as well as the Stan Hatfield South Fork Industrial Park.

The Willapa Bay Water Trail is one of the first two trails in Washington designed for kayaks, canoes and other non-motorized, beachable boats. Water trails offer unsurpassed views of Northwest scenery and wildlife while providing access to pullouts, campsites and other public amenities along the way.
