Port Manager Job Description

Port Mission:
It is the mission of the Port of Willapa Harbor to be a primary economic force in Pacific County through the development and maintenance of economic, community and recreational infrastructure and the support and enhancement of business and workforce opportunities.

Job Summary:
The Port Manager is responsible for the overall operation of the Port of Willapa Harbor.  The Manager reports to the Port Commission and facilitates the implementation of the Port Commission priorities, the Port Comprehensive Plan and Port policies.

Essential Job Functions:

•    In coordination with the Port Commission establish priority short and long-term Port goals and objectives and update the Port Comprehensive Plan as needed.
•    Attend Port Commission meetings and regularly inform the Commission on matters affecting the Port.
•    Manage Port staff to ensure both the day to day and long-term success of the Port.
•    Develop and manage Port properties and facilities in a manner that supports Port, tenant and community goals.
•    Work with the Port Auditor to develop budgets and financial reports  to ensure financial compliance and the success of the Port including oversight of Port insurance coverage.
•    Ensure that quality service is provided to Port tenants and visitors to Port facilities.
•    Actively work to recruit new businesses to the Port and the community.
•    Manage Port development projects including concept development, grant preparation, budgeting, design, permitting, contracting and monitoring.
•    Establish priorities, oversee, develop schedules and obtain permits as needed for the ongoing maintenance of all Port facilities and ensure that all work is accomplished in a high-quality manner.
•    Maintain positive working relationships with the Pacific County EDC, local governments, community organizations, schools, state and federal agencies and the community as a whole
•    Negotiate, prepare and manage leases with Port tenants.
•    Prepare, negotiate and implement property acquisitions and sales of surplus assets.
•    Seek public financing for Port development projects.
•    Ensure that the Port complies with the full range of regulatory requirements including the worker safety, environmental standards, certifications, health standards, etc.
•    Develop and implement a Port marketing strategy.
•    Respond to Port emergencies including after hour emergencies.

Desired Qualifications/Experience/Skills:

•    Ability to communicate effectively both verbally and in writing.
•    Knowledge of public procedures including procurement of services, public disclosure, open meetings, etc.
•    Significant prior organizational management experience.
•    Experience in facilitating a range of development projects from concept, design, permitting, financing, contracting and construction/implementation.
•    Knowledge of human resources practices and regulations.
•    Possess a bachelor’s degree, preferably in business, engineering, planning or other field.
•    Possess a valid Washington State Drivers License.
•    Reside in Port of Willapa Harbor District or be willing to relocate.
